Los recientes ataques en Colombia y Ecuador por el narcoterrorismo, me llevaron a pensar en este tema.
La Unión Europea acaba de aplicar sanciones económicas a Venezuela, considerado un narco-estado.
Inmediatamente vienen a mi mente dos realidades: corrupción y narcotráfico.
Quízás van juntos, mano a mano.
Los capos de la droga tienen suficiente dinero para comprar la voluntad de gobernadores, alcaldes y aún presidentes. Ellos pueden gobernar un país desde las sombras
La pregunta principal es: ¿cómo ha comenzado el narcotráfico, cómo se ha podido desarrollar en tal grado de control territorial, poniendo en riesgo la existencia misma de las naciones latinoamericanas?
Una comprensión errónea de lo que son los derechos humanos, una sobreprotección de criminales bajo los regímenes populistas y un intercambio de favores con los políticos han permitido que el narcotráfico crezca. Favores de dinero, de influencia, apoyo a figuras políticas, etc.
La ambición, la voluntad de ser rico rápidamente o estar en el poder, han hecho que todo este desastre.
Si los políticos gobernando un país hubiesen reaccionado inmediatamente ante las primeras señales del tráfico de drogas, destruyendo laboratorios, cortando las líneas de suministro, controlando estrictamente las fronteras y los espacios aéreos y marítimos, sin duda habría hecho casi imposible que el narcotráfico estableciera bases y creciera en cualquier país.
Pero esto no fue hecho. No fue hecho por políticos pertenecientes a los llamados partidos "tradicionales" en cada país, permitiendo el flujo de capitales dedicados a construir edificios o iniciar negocios como una forma de lavado de dinero.
Y los regímenes populistas han actuado y actúan en total connivencia con los capos de la droga, que abusan de fuerzas armadas debilitadas.
América Latina está sucumbiendo al narcotráfico. En un futuro previsible (de 5 a 10 años) muchos países se horrorizarán y vivirán bajo el temor de criminales muy poderosos, bien organizados, que tengan las armas que los militares y la policía no tienen.
Los horrores que lamentablemente México sufre, serán trasladados a muchos otros países con la misma violencia brutal.
Pero nuestro análisis sería superficial si reconocemos y señalamos la situación actual sin llegar a la raíz del tráfico de drogas. ¿Por qué hay traficantes de drogas? ¿Por qué hay bandas y pandillas, y grandes grupos organizados? ¡Por miseria!
Que quede claro. No estoy hablando de vivir en la pobreza. Estoy hablando de vivir en la miseria, en la marginalidad, totalmente olvidado por la sociedad.
Estoy hablando de grandes poblaciones de jóvenes sin educación y sin esperanza. Es fácil convertirse en traficante de drogas, es fácil ganar dinero, y es una tentación querer tener lo que ofrece una sociedad de consumo.
Esta es la desgraciada situación en América Latina.
Pero no sería tan terrible, tan extensa y tan peligrosa si no hubiera grandes consumidores en Estados Unidos y Europa.
Y aquí tenemos las dos caras de la misma moneda.
Considero tan culpables y responsables de este terrible flagelo a quienes venden drogas como a quienes compran drogas: el traficante y el consumidor. Y ambos deben hacerse responsables frente a la ley.
La indulgencia con los consumidores –erróneamente vistos como víctimas, como si fueran incapaces de pensar y tomar decisiones- completa la visión general.
Pero si hablamos de los capos de la droga de América Latina, me pregunto ¿dónde están los grandes distribuidores que trabajan en los Estados Unidos y Europa, que compran toneladas de drogas para luego ser negociadas y distribuidas en sus países?.
Nunca son detenidos, nunca acusados públicamente, sin terminar en la cárcel.
Probablemente están tan mezclados con la clase política, que desarrollar una política de limpieza haría colapsar a sus países.
Se necesitan altos estándares de moralidad, decisiones racionales y la voluntad de salvar a los países latinoamericanos.
Se necesitan inversiones millonarias en dólares para sacar de la miseria a enormes masas de población. Brindarles viviendas dignas, y como contrapartida obligarles a estudiar y a trabajar, creando además fuentes de trabajo para combatir de raíz el ocio.
Todo eso tiene que ser manejado con criterio empresarial, no de asistencia social.
La misma moralidad debería establecerse en los países del llamado Primer Mundo, para poner fin al consumo de drogas ilegales.
A menos que decididamente hagamos esto, seremos testigos de una gran catástrofe mundial.

Urgent Warning: LATIN AMERICA SUCCUMBS TO CORRUPTION AND DRUG TRAFFICKING

The recent attacks in Colombia and Ecuador by drug related terrorism, led me to think about this subject.
The European Union came from applying economic sanctions to Venezuela, considered a narco-state.
Immediately come to my mind two realities: corruption and drug trafficking.
Maybe they go together, hand on hand.
The drug lords have enough money to buy the will of governors, mayors and even presidents. They could run a country from behind.
The main question is: how the drug trafficking has started, how is it possible to have developed in such extent of territorial control, putting at risk the very existence of the Latin American nations?
A wrong understanding of what human rights are, an overprotection of criminals under populists regimes, and an exchange of favors with politicians have allowed the drug trafficking to grow. Favors of money, of influence, support of political figures etc.
The ambition, the will to be rich quickly or to be in power had made all this disaster.
Had the politicians leading a country reacted immediately at the first signs of drug trafficking, destroying laboratories, cutting the provision lines, controlling strictly the frontiers and the air and sea spaces, certainly it would have made almost impossible for drug trafficking to establish bases and to grow in any country.
But this was not done. It was not done by politicians pertaining to the so-called “traditional” parties on each country, allowing the flow of capitals dedicated to build buildings or start business as a way of money laundering. And the populists regimes have acted and are acting in total collusion with the drug lords, who abuse of weakened armed forces.
Latin America is succumbing to drug trafficking. In a foreseeable future, (5 to 10 years ahead) many countries will be horrified and live under the fear of very powerful criminals, well organized, that have the weapons the military and police have not.
The horrors that very regretfully Mexico suffers, will be moved in to many other countries with the same brutal violence.
But our analysis would be superficial if we recognize and point out to the current situation without going to the root of the drug trafficking. Why are there drug traffickers? Why are there bands and gangs, and big groups organized? Because of misery!
Let it be clear. I am not talking about living in poverty. I am talking about living in misery, in marginality, totally forgotten by society.
I am talking of big populations of young people without education and without hope. It is easy to become a drug trafficker, it is easy to make money, and it is a temptation wanting to have what a consumer society offers.
This is the disgraced situation in Latin America.
But, it wouldn’t be so terrible, so extended and so dangerous if there were not big consumers in the United States and Europe.
And here we have the two faces of the same coin.
I consider as guilty and as responsible of this terrible scourge those who sell drugs and those who buy drugs: the trafficker and the consumer. And both should be made responsible in front of the law.
The leniency dealing with consumers, --erroneously seeing as victims as if they were incapable to think and to take decisions— completes the general view.
But if we talk of Latin American drug lords, I wonder where are the big dealers that work in the United States and Europe, who buy tons of drugs to be later negotiated and distributed in their countries?
They are never apprehended, never publicly accused, not ending in jail.
Probably they are so mixed with the political class, that to develop a policy of cleansing would make their countries collapse.
They are needed high standards of morality, rational decisions, and the will to save the Latin American countries.
Millions of dollars on investments are needed to get huge masses of people out of misery, to provide them decent housing and in return to force them to study and work, also creating sources of work to combat the root of leisure.
All this has to be handled with business criteria, not with a welfare criteria.
The same morality should be put in place in the countries of the so-called First World, to put an end to the consumption of illegal drugs.
Unless we decidedly do this, we will be witness of a great and global catastrophe.
